Exchange Rate Dropped

Last week I was so happy when I withdraw my money from Paypal to my Debit Card at 3.3. But just a week after that the rate has gone down to 3.249. I noticed that when the crude oil price increases the USD becomes weaker. Now I am hoping that the exchange rate will at least increase back to 3.3.
